How is Jersey progressing as a caring, prosperous community with the pressures on housing?


Through the plan the focus of this government is to initiate long-term projects working across departments, which allow a vibrant and viable community to thrive in our Island.

We want to provide a solid foundation for all Islanders and by this I mean providing the fundamentals such as education, healthcare, housing and a strong and diversified job market.


Jersey’s Strategic Plan is a snapshot of a moment in our history, which details our hopes for the future for this proud Island.


In 2009 I presented to the States the second Strategic Plan since the introduction of Ministerial Government.


We want to encourage individual initiative and foster the community spirit that is so key to our identity. The Strategic Plan makes it clear that to do this we have to balance environmental, social and economic factors in a responsible and relevant way that is able to adapt to changing conditions. None of the economic, social and environmental priorities can exist in isolation, and the right


balance needs to be found and maintained in order for Jersey to remain successful and a wonderful place in which to live.


With future birth rates falling, it is naïve to think that we can address challenges such as an ageing population and an uncertain economic climate without encouraging our young people to stay here. To do that, we have to invest in their skills and opportunities.


When I say ‘we’ must invest, I am talking about each member of our community playing their part - once we have provided those key services I mentioned, we need the people of Jersey to feel able and willing to help themselves.


Our plan is about empowering all members of our diverse community to thrive.


Strategic Plan – Housing in Jersey


The Strategic Plan recognises that housing in Jersey is an expensive commodity and suggests there is good evidence of a pent-up demand for homes to purchase, particularly from first time buyers.


In common with other western societies our population is changing. Providing homes to meet the aspirations of all our residents is a significant challenge but one we must get right if our population is to be adequately housed in the medium to long term.


Jersey has a stock of affordable homes to rent across a number of providers, which ensures a safety net for the most disadvantaged in society. Ensuring that stock is used to best effect will be a significant step towards seeing that all residents are adequately housed.
