address the problems of the supply of affordable homes, whilst also providing a catalyst to urban regeneration, and supporting the local development industry. The States has endorsed policies in the new Island Plan which support the use of States-owned land to meet the need for affordable homes, and some sites in St Helier will be brought forward over the next two years to help meet this need and to deliver at least 150 new affordable homes. This will enable greater access to home ownership to those currently unable to gain access to the property market, whilst making better use of States assets to meet the Island’s housing needs.


The Plan also requires, however, that the private sector plays a part in helping to provide a proportion of new residential development that is affordable and it is anticipated that during the latter part of the Plan period, most affordable homes will be delivered in this way. The mechanism to deliver these affordable homes is being developed in consultation with the local development industry.


Community-led planning The Island Plan not only sets the strategic vision and policy framework for development in the Island, it also encourages the engagement of local people to actively participate in continuing to shape and influence change in


their own neighbourhood. The new Plan encourages the development and adoption of new policies and planning guidance that is generated by the local community in response to its identified needs and aspirations.


Community-led plans need to respond to the requirements of the local residents, within the overall policy framework provided by the Island Plan, and can take many forms, including village plans, local development plans and design statements. I am keen to work with local communities to help them identify their specific needs, and to plan for them and to develop frameworks for action to help their realisation. By working in partnership with people who know and understand their local environment, I want to identify and protect the local character and distinctiveness of different areas and places that give the Island its identity and variety.


These plans can tackle issues as diverse as future housing needs to detailed design guidance for new developments. It is envisaged that I will consider, for formal adoption, the land use planning elements of these initiatives as supplementary planning guidance, to become an integral part of the planning process.


Inclusiveness I want to ensure, through these


actions, that planning in the Island responds to what Islanders want for their environment and that they have a real stake in it. After all, our Island environment forms the backdrop to our daily lives and we should all have an interest in our natural and built up environment.
