Mission
To facilitate, produce, and advance opportunities for minority, emerging, and
disadvantaged business enterprises to successfully participate in the full array of
contracting opportunities available in the City of Richmond.
Goal
OMBD shall direct its efforts toward making the utilization and recognition
of minority, disadvantaged, and emerging business enterprises in Richmond’s
procurement activities the usual course of practice.

Twenty-two minority
contractors participated as prime contractors in FY 2007, representing a 120
percent increase from FY 2006. Ninety-two minority subcontractors participated
on City projects, a rise from 75 in FY 2006. The City’s overall minority
participation rate for FY07 was 18.5 percent, representing $15.1 million on
monitored contracts.
