About this Report
The Office of Minority Business Development (OMBD)
is committed to ensuring that minority, disadvantaged
and emerging businesses have a real opportunity to
compete for City purchases to provide for a balanced
and healthy economy and to foster open and competitive
procurement within the City.
While OMBD’s programming encourages minorities to start new businesses, an
equal focus is placed on ensuring existing and emerging businesses take the steps
necessary to achieve growth. OMBD’s programs inform, educate and motivate
firms to engage in procurement opportunities. Contractors are also encouraged to
build strategic alliances with one another.
OMBD remains committed to increasing the number of minority-owned businesses
that are selected as prime vendors for City of Richmond projects. Working with the
business community, OMBD strives to reach the City’s goal and contribute toward
a sustained, long-term turn around in the quality of life for residents with diverse
economic opportunities.
During FY 2007, OMBD, in partnership with the Department of Procurement Services, was
successful in its effort to increase the number of minority contractors positioned to pursue prime
contracts with the City. Twenty-two minority contractors participated as prime contractors in
FY 2007, which represents a 120 percent increase.
