Executive Summary
On July 1, 2006, the Office of Minority Business Development (OMBD) was
renamed and repositioned within the City structure. Since then, one of OMBD’s
top priorities is to increase monies paid to minority and emerging small businesses
working on City contracts.
During Fiscal Year 2007, OMBD was successful in its effort to increase the number
of minority contractors and vendors positioned to pursue prime contracts with the
City. Twenty-two minority contractors worked as primes on City projects compared
to 10 during FY 2006. This represents an increase of 120 percent.
OMBD identified 812 active contracts through the contract tracking system
during FY 2007. Of these contracts, OMBD set goals and monitored 198
contracts. There were 58 contracts that had no MBE participation information.
OMBD is currently working with Procurement Services to identify MBE
participation on these 58 contracts. Goals were not set on 300 contracts that were
less than $100,000 in value.

On the 198 contracts monitored by OMBD, the overall MBE participation rate is
18.5 percent. This represents a 42.5 percent increase from the previous fiscal year.
The City paid prime contractors and vendors $81,803,565.54 on the contracts
monitored. Minority prime and subcontractors were paid $15,114,849.25.
