Michael J Lacey has been secretary general of the International Salvage Union since 2005.


W h a t ac a d em i c qualifications do you have? A British Foreign Going (Class 1) Master Mariner’s Certif i- cate.


How are you qualified to carry out your role? I served at sea from 1959 to 1969, then joined London solicitors Constant & Constant where I was involved in dealing with col l ision cases, and Lloyd’s Form Salvage claims for a number of major salvors. In 1978, Jim Horrocks, the admiralty partner at Constant & Constant set up his own firm, Horrocks & Co, and I went with him as a founder member of the new firm. Jim Horrocks was legal


adviser to the International Salvage Union, and this began my involvement with the ISU. In 2005, I took over from


David Randell as secretary general of ISU upon David’s retirement.


Have you continued your education throughout your career? No, other than through an increasing knowledge of the world of salvage from year-by- year involvement in the business.


What country do you


work in? The UK. I work from home in East Yorkshire and from the offices of Shaw and Croft in London.


For what geographic area do you carry out most of your work? My work in salvage and for the ISU is a worldwide activity.


Describe a typical working day. These days much of my t ime involves responding to numerous e-mails, many of which are from students, industry, and governmental organisations, and organis- ing various ISU functions at a number of different locations.


What challenges do you face in your role? The business of marine salvage is full of challenges; commer- cial, legal, and political. Each year brings with it some new matter that needs to be consid- ered and hopefully resolved. At the present time the major


issues for ISU and its members relate to criminalisation of seafarers for pollution incidents and its possible impact upon salvage operations, and the consideration of introducing a system of environmental salvage awards.
