weights, and commodities that
constitute air cargo, a single screening
method is not and cannot be universally
applicable. Establishing an effective and
efficient screening technology-vs.-
commodity matrix should be a priority
research & development initiative.

scope, although individual items of cargo
may be far larger than any checked bag.

carrier’s warehouse and the aircraft.
It is perhaps worth noting that the study
does not suggest that cargo screening is
simple or inexpensive, or that it can be
achieved without a significant increase in
the screening workforce. It simply suggests
that air cargo screening may be feasible.
The SFO Air Cargo Pilot
San Francisco International Airport (SFO) was
selected by S&T as the site of the primary air
cargo screening pilot for several reasons: the
results of a quick study of candidate airports
using the model described above, the
availability of a nearby, highly qualified
scientific organisation for programme
